Construction of a Stadium for Asian Games

*122. SHRI ARVIND GANESH KULKARNI:1 SHRI NARASINGHA PRASAD NANDA: Will the Minister of WORKS AND HOUSING be pleased to state:

(a) whether the final contract for the construction of a Stadium for ASIAD has 'been given and whether its capacity and its cost of construction has been assessed;

(b) what is the name of the firm of architects finally selected for this purpose and the other details in this regard;

(c) what steps Government have taken to ensure the completion of the Stadium in time; and

(d) what is the total amount to be spent by the Delhi Development Authority and the amount provided by the Centre to the Delhi Development Authority for making arrangements for the Asian Games in 19827.

THE MINISTER OF WORKS AND HOUSING (SHRI BHISHMA NARAIN SINGH): (a) Yes, Sir.

(b) Out of the three prize winning firms, M/s. Sharat Dass and Design Consortium was finally selected.

(c) All necessary steps have been taken.

(d) The DDA has reported as under:—

1. Indoor Stadium ... 15.35 Crores 6.00 Crores
2. Olympic Village ... 18.65 Crores  

SHRI ARVIND GANESH KULKARNI: My question is about the total amount to be spent by the Delhi Development Authority and the amount provided by the Centre, in reply to that he has stated, if I am correct, Rs. 18.64 crores and Rs. 6 crores respectively. Am I right, Mr. Minister?

Asiad was discussed in the last session also and, as Mr. Minister has stated, the prize-winning firm was given the contract. But which prize-winning firm? There were three committees. One committee was wherein the great Lieutenant Governor of Delhi, Mr. Jag Mohan was associated and a prize was given to somebody other than Sharat Das. Now, another committee was appointed because that award was not politically suitable. So, they wanted to oblige Mr. Das who has built some houses for politicians. So, I want to know whether the Minister still feels that the award to this architect is correct who has no experience. Secondly, I want to know whether the Asiad stadium which is being built in Delhi is a totally air-conditioned one and, if so, what is the power supply required and whether power supply has been completely assured by the electrical authorities in Delhi since we have got our experience that during the summer days power shedding on large scale takes place.

SHRI BHISHMA NARAIN SINGH: Sir, it is a fact that the second designer has been selected and actually there was a Board of Assessors for assessing these designs.

SHRI ARVIND GANESH KULKARNI: And Mr. Jag Mohan was associated.

SHRI BHISHMA NARAIN SINGH: Definitely. He is the Lieutenant Governor. If you want to know, I can read out the names of those who were on the Board of Assessors:

So, this was the Board. Aa a matter of fact, the first winner was not given only because of the reason that his design was so much complicated and sophisticated and we have to see the time constraint. This is a time-bound programme and we have to complete the entire work of the stadium before June, 1982. So, keeping this thing in view, the second designer was selected. Actually, the Lieutenant Governor personally has no interest this way or that way. It is not a fact. Nobody has any interest. When the Board recommended, actually there was another Technical Committee also and they also recommended the second prize winner

MR. CHAIRMAN: Mr. Jain.

SHRI ARVIND GANESH KULKARNI: Sir, my second question.

MR. CHAIRMAN: I thought I have noted the second.

SHRI ARVIND GANESH KULKARNI: No, Sir.

MR. CHAIRMAN: But if my arithmetic is poor and yours is better, have another.

SHRI ARVIND GANESH KULKARNI: No, no. I have yet to ask the second question.

MR. CHAIRMAN: But I have got your second question.

SHRI ARVIND GANESH KULKARNI: No, Sir.

MR. CHAIRMAN: Yes. You took one-fourth of a minute first time and one-eighth of a minute last time.

SHRI ARVIND GANESH KULKARNI: If I ask in Hindi I would have taken 20 minutes.

SHRI ARVIND GANESH KULKARNI: Sir, I want to know from the Minister, though in his sweet voice he tried ...

MR. CHAIRMAN: That is his sweet voice.

SHRI ARVIND GANESH KULKARNI; But it is a fact that this award is a political award. Everybody feels like that. But, leave that aside. In the first question I asked as to what are the electrical requirements and whether an assurance has been got. I know that the ventilation system alone require two megawatts and the airconditioning system another four megawatts. Can Delhi afford to give you six megawatts of power and, secondly, have you ensured that this contractor and this architect will be able to, complete this job before 1982 which, I think, is impossible? Another colleague of yours, Mr. Kedar Pande, would have taken it up for beheading because ...

MR. CHAIRMAN: This is not a question.

SHRI ARVIND GANESH KULKARNI: Not a question but I am asking the question now. Not beheading just now. It is Mr. Kedar Pande's job. My question is this. This contract may not be completed because I do not think steel and cement are available. Have you decided to import steel and cement and complete the job and are you responsible for completing the job?

SHRI BHISHMA NARAIN SlNGH: Sir, hon. Member, Kulkarniji is a senior, parliamentarian, and he knows the art of putting supplementaries. This he knows very well. I have already said earlier that it is not a fact that the award was politically motivated or that the selection was made on any political consideration. I have already said that. It is not a fact. So far as the supply of electricity is concerned, DESU has assured us that there would not be any difficulty in the supply of power and that sufficient power would be available for these Games. They have said it very clearly, and, therefore, there would not be any difficulty.

So far as the completion of the work is concerned, the chart is there. Up till now we are going accordingly. Up to now we did not have any problem, and we see that there will be no difficulty. Actually there are so many stages. Committees have been set up to supervise the work, and therefore, there should not be any doubt at all.

SHRI ARVIND GANESH KULKARNI: You still believe in committees?

SHRI BHISHMA NARAIN SINGHfe Yes. After all this is a democratic set-up. You have to believe in committees. So, this is our expectation that in! time according to the chart we will be able to complete the work.

श्री जे○ के○ जैन: मेँ मंत्री महोदय से यह जानना चाहूँगा कि इस स्टेडियम के निर्माण के लिए क्या फॉरेन कन्ट्रीज से कुछ गिफ्ट्स रूपये के रूप मै या, इंवेस्टमेंटमेंट के रूप मैं मिले हैं?

श्री भीष्म नारायण सिंह: अध्यक्ष महोदय, श्री जैन जी का प्रश्न पूछने का, उसे मै समझता हूँ। एशियाई गेम्स के महत्व को देखते हुए, यह बात सहि है कि यह बहोत ही आकर्षक और महत्वपूर्ण खेल होगा और इसमें रूचि सिर्फ भारत की नहीं, दुसरे देशो की भी है और यह बात ठीक ही है कि कुवैत के अमीर ने इस खेल के लिए भारत सरकार को बारह करोड़ का गिफ्ट दिया है, यह बात सही है।

श्री प्रकाश मेहरोत्रा: माननीय मंत्री जी बतलाया कि पहले अवार्ड किसी एक आर्किटेक्ट को मिला था, लेकिन क्योंकि उसका डिज़ाइन कॉम्प्लिकेटेड था, इसलिए अस्सेस्सेर समिति ने फैसला किया कि दुसरे आर्किटेक्ट को अवार्ड दिया जायें। तो मैं जननाना चाहता हूँ कि जो पहला आर्किटेक्ट था,उसको क्या कोई और काम इस सम्बन्ध मैं दिया गया है, तो क्या दिया गया है और कितना दिया गया है?
