1. Closure of units: Repair shops, flour mills to stay, Hindustan Times, 16.09.2004:
    Prime Minister Manmohan Singh on Wednesday asked the Delhi government and the Union Urban Development Ministry to jointly work out a plan to ameliorate the problems of industrial units …also …joint proposals for the 2010 Commonwealth Games … Dikshit said that the DDA has decided to issue a notification exempting flour mills, dryclean units and scooter repair units … It was also decided that the Delhi government would file a review petition in the Supreme Court … Asked whether the 24 residential areas where 70 per cent industries exist would be declared “industrial”, Dikshit said that the urban development ministry has accepted the state government’s proposal in this regard. … “There should be a flexibility of land use and it should not be frozen for 20 years by the master plan,” the CM said. Urban development ministry officials, however, denied that any such proposal has been accepted... The Union urban development minister has now convened a meeting of the NCRPB in October to explore possibilities of Delhi’s industries shifting to neighbouring states.
  2. Flour mills, dry cleaners to stay in neighbourhood, Daily Pioneer, 16.09.2004:
    Chief Minister Sheila Dikshit on Wednesday met Prime Minister Manmohan Singh and Union Urban Development Minister Ghulam Nabi Azad on shifting of industrial units, regularisation of unauthorised colonies and shifting of dairies... "The Prime Minister has said that there should not be any unemployment or law and order problem following the court's order. He has also said that the Urban Development Ministry and the Delhi Government should coordinate on these issues. The Prime Minister's response was positive," said Ms Dikshit. …"There are several issues related to NCR which would be discussed. Issues like shifting of dairies, slaughter houses, relocation of slum clusters and waste disposal sites (sanitary landfill site) will be discussed. The UDM has also suggested setting up an NCR fund to decongest Delhi," added Ms Dikshit. Supporting the NCR, Ms Dikshit said that the Capital had no land and therefore the NCR concept should be accepted… There are 90,000 industrial units in Delhi and the Government has only 30,000 plots for them

    …the Prime Minister asked both Ms. Dikshit and Mr. Azad to sit together and find a solution acceptable to all including the courts … at the same time, it was stated that an impression should not be created that the Government and its agencies were trying to subvert the orders of the Supreme Court. …Ms. Dikshit, who reached the Capital after a brief vacation at Nainital, said she informed the Prime Minister about the decision taken by the Delhi Cabinet including approaching the Supreme Court to seek more time for relocation of industries. She is also understood to have informed Mr. Singh that the Delhi Government was working in close coordination with the Union Urban Development Ministry in order to conduct a scientific survey to identify residential areas, which have more than 70 per cent industrial activity.   4. Shifting units: PM tells Delhi Govt to work with Centre, Express Newsline2:
    The Prime Minister, sources said, has asked the Delhi government to work in collaboration with the Union Urban Development Ministry to resolve the issue. Dikshit apprised the Prime Minister of the ground realities and her government’s decision to approach the Supreme Court. The government is planning to approach the court to seek more time to shift these industries out of the residential or non-conforming areas. A Delhi government official said: ‘‘The Prime Minister extended all support for solving the problem and also appreciated the government’s efforts.’’ However, the official added, he did not give any assurance on the amendments to be made in the proposed Masterplan 2021. The Prime Minister has asked the Delhi government to carry out the closure and relocation of industries, as per the Supreme Court order.

Stating that the Central Government was concerned about the issue of relocation and closure of industries currently underway in the Capital, the Prime Minister, Manmohan Singh, today assured the Delhi Chief Minister, Sheila Dikshit and the Union Urban Development Minister, Ghulam Nabi Azad, of all possible help in finding an amicable solution to the problem.
