In October 1999, a power-point vision of Delhi in the Next Millenium was presented at Vigyan Bhawan. The seminar "to interact with 'experts' for their valuable views on the subject matter led to "recommendations". In July 2003, Central Government announced Delhi Master Plan guidelines and posted these on it to invite public comment which were quite similar to the recommendations of 1999.

These guidelines were not just about subversion of equitable and sustainable planned development; this is about skirting in ways that undermine democracy accountability about use of an enormous amount of public land.
