The preparation of the esplanade of the Capitol around the palaces (either under construction or already completed) has started : the vehicular routes and parking spaces are located five meters below the natural grade of the Park. The pools are being constructed in front of the High Court and the Assembly; those of the Government Palace are situated on two different levels. They have excavated the "Depth of Consideration" which shall receive "The Open Hand", the studies of which are shown below. The design of this monument has been finally decided, responding both to materials and to the determined method of construction. The Hand will consist of a vessel of sheet metal carried by a vertical member supported on ball-bearings. The vessel of sheet-metal shall be composed of sheets approximately 2.50 x 1.00 meter. These sheets are to be coated with orange, white and green enamel baked on at a high temperature. [LCOC Vol. 6 p 92]
