Say it is impossible to complete door-to-door survey of slum-dwellers in six months

The Central government’s ambitious ‘Housing For All’ scheme has hit a logistical roadblock in the state. Senior state officials apparently apprised state chief secretary in Nagpur last week of the difficulty in completing a door-to-door biometric survey of slum dwellers and digital maps of slum pockets in three months, and start a town planning scheme in the next six months. The initiatives are part of the NDA’s Housing For All scheme under which Maharashtra aims to construct near 11 lakh affordable homes by 2022.

However, officials told the chief secretary that not only was the six-month deadline too close, there were also no permissions coming from Customs, Mumbai Port Trust, Defence, Railways and other private owners to allow surveyors on their land.

“Of all the Central agencies, only Customs has shown verbal willingness for its assistance in carrying out the survey,” said a senior official. “With no NOCs coming from the rest, there is little chance we could complete these tasks in the six months. We have conveyed to the chief secretary our concerns over this harsh deadline.”
