A look at Google Maps on Wednesday said it all, with most routes criss-crossing the capital highlighted in dark red - a warning sign of heavy traffic congestion.

About 62.7mm of rainfall in the morning brought the city to its knees, and one of the victims was US Secretary of State John Kerry, currently visiting India, who had to make many changes to his schedule as a result.

On Wednesday, when he went to the Indian Institute of Technology (IIT), Kerry could not resist a jibe at the waterlogged city - after being forced to cancel his trip to three religious sites due to the deluge.

'You guys deserve an award for being able to get here today,' he told the audience. 'I don't know if you came in boats or amphibious vehicles of some kind.'

It was not only Kerry affected. Lieutenant governor Najeeb Jung, Army chief General Dalbir Singh, and various senior ministers also had a taste of the city’s preparedness for rain - or the lack of it.

According to traffic police, waterlogging halted traffic at more than 60 places.

Kerry’s cavalcade took a straight route to the IIT, getting there via Africa Avenue and the outer ring road. But the streets were filled with water and there was a long line of vehicles. 

Kerry, though, had an easier time than others due to his security cover.

Motorists complained of poor visibility, and social media was deluged with photos of clogged roads. 

The situation was so pathetic that even the road in front of the Vice-President’s residence was waterlogged. 

Even the judiciary reacted. 

'We cannot tolerate this year after year,' the Delhi High court said when it took up the matter of water-logging in South Extension. 

According to Delhi Traffic Police, more than 60 major places were waterlogged and traffic was hit. These places include the route Kerry took to reach the IIT.
