Delhi has not built a single household toilet over the last two years under Swachh Bharat Mission. The target for the cleanliness mission for Delhi is 1.25 lakh individual household toilets till 2019. Under community and public toilets, the city has built 7,088 against a target of 19,559 toilets.

A senior urban development ministry official told ET: “These targets have not been set by the ministry unilaterally. These were set by Delhi government in consultation with the urban development ministry.”

AMRUT, which envisages urban renewal in 500 cities across India, remains another untapped opportunity for Delhi. In 2015-16 financial year, Delhi sent its state annual action plan (SAAP) for approval to the ministry in March 2016, the last month of the fiscal. Even in the current financial year, Delhi was the last state to submit its action plan. The SAAP for Delhi was submitted last week after at least four reminders from the ministry.

According to a source this plan was unacceptable as Delhi chief minister Arvind Kejriwal-led state-level high powered committee had not approved it. Another senior official said, “The proposals were hurriedly sent to the ministry and the basic formality of getting it cleared from the state high powered committee was not fulfilled. Now we are sending it back to the Delhi government.”

So far, the ministry has cleared water supply and sewerage proposals worth Rs 25,000 crore. Despite repeated attempts, the Delhi government refused to comment.

Under the Pradhan Mantri Awas Yojana, the housing for all initiative, Delhi government has not sent a single proposal.
