From now on, a registered written agreement is mandatory for renting a home, an office or any building or property in Tamil Nadu. The state government on Friday introduced the rules for a new tenancy Act that aims at balancing the rights and responsibilities of tenants and owners. 

Modelled on the Centre’s Tenancy Act, the Tamil Nadu Regulation of Rights and Responsibilities of Landlords and Tenants Act, 2017, will replace the Tamil Nadu Buildings (Lease and Rent Control) Act, 1960, which is popularly known as the Rent Control Act and criticised for being skewed in favour of tenants.

Rent courts and tribunals will also be created as part of the new act in each district. All tenancy agreements should be written agreements and compulsorily registered with the rent authority under the new act. 

Besides, even people who have already rented out places will have to register their agreements with the rent authority concerned within the next 90 days.

An official release here said that the Union government had emphasised on replacing the Rent Control Act during signing of the memorandum of understanding (MoU) under the Housing for All programme.
