REQUEST TO HON’BLE MPs, STANDING COMMITTEE FOR URBAN DEVELOPMENT

Sub: Invitation to visit Mehrauli-Mahipalpur area in regard to representations of various citizens’ groups in response to Notice of 22.06.03

Ref: News report1 in The Hindu dated 28.01.04 about visit to Metro sites

Respected Sir / Madam,

Vide letter of 22.01.04 to Deputy Secretary Shri Chakraborty I had requested addresses of Standing Committee members looking after urban development to send the enclosed2

request. In continuation of the same, on behalf also of others in Mehrauli-Mahipalpur area who have made representations before the Committee, I request you to please visit the area, where functioning of DDA as well as Delhi Metro have been the subject of citizens’ engagements since 2000-2001.

Apropos the Vasant Kunj corridor of Delhi Metro area residents have sought clarifications / suggested alternatives about the alignment in view of its failure to extend to Mahipalpur (even as Vasant Kunj alone will not generate viable ridership and property development is non-viable for ground water considerations), location of depot in disused quarry area (posing risk to existing school, settlements, etc, while cost of development will be high and CGWA notification will make functioning non-viable), disregard of land use restructuring requirements and heritage area provisions of the Master Plan, etc. Other matters raised include non-provision of space for hawkers at stations under mandatory Master Plan provisions, up-market property development in violation of the Master Plan (including in CGWA notified riverbed), violation of Public Notice process in case of Metro Depot, police station, IT SEZ, Khyber Pass Mall, etc, all designed / developed illegally without mandatory land use change and in disregard of objections and suggestions filed in response to belated Public Notice. While the excellent work put in by Delhi Metro’s PRO has made us all metro-proud, the disregard of law is worrying.

Delhi Metro epitomises in many ways the drift from statutory development mandate that ails Delhi and we hope that after your Metro visit you will be able to spare some time for the subaltern view of it.
