For clearing constructions, owners to give report card

New Delhi, December 20: The MCD will introduce a self-assessment scheme
by next week to fast track the regularisation of unauthorised
construction as per the buildings norms amended by the Urban Development
Ministry in September.


New Delhi, June 4: THE Delhi Cabinet today approved a draft of Municipal
Corporation (2nd Amendment) Bill, 2007 for submission of the same to the
Lt Governor and then to the centre for approval.

The basic thrust of the revised version of Chapter XVI is to promote
self-regulation by casting responsibility for erecting a building in
accordance with prescribed bylaws on the owner and the architect on record.

The offender will be liable for six months rigorous imprisonment and a
fine of Rs 1 to Rs 2 lakh. For a second and subsequent violations,
imprisonment and fine would both become longer and steeper.

The draft bill, however, does not prescribe any punishment for those
already living in buildings that violate by-laws.
