Delhi metro is actually a non-government metro railway owned by its Board of Directors who have nominated, by a proper resolution, E Shreedharan as the equivalent of GM of a govt metro railway.
That solved most of the puzzles about DMRCL. Among the ones not solved are its consultancy biz and the bharat-sarkar labels on its vehicles etc

While the Delhi Metro Rail Corporation (DMRC) has already been appointed as the prime consultant for Hyderabad and Kochi Metro and the in-house consultant for Mumbai Metro, it has submitted detailed project reports for Metro systems in Bangalore, Kolkata, Ahemdabad and Chennai.
Beside Indian cities, DMRC is also offering assistance in operating the mass rapid system for Jakarta in Indonesia.
