Modern industrial landscapes, the subject matter of this chapter, emerged as an urban concern in the 1930s. The search for a designated industrial area was tied to the need of industrialists for more space and for providing housing to workers in the city. An industrial area was designated near Najafgarh, though there were concerns about air pollution and the disposal of trade wastes. At any rate, few industries moved, leading to the question being addressed anew in the Master Plan. The innovation here was the use of zoning laws to restrict particular types of industries to specific areas. The chapter suggests, however, that land use planning, while being of some use in dealing with hazardous industries, has rather little to contribute by way of dealing with pollution per se.
