TO ALL THE INSTITUTIONS IMPARTING ARCHITECTURAL EDUCATION IN INDIA

Dear Sir/Madam,

In continuation of Council’s letter no. CA/5/2003/AICTE dated 17.11.2003, addressed to the Advisor (Admn), All India Council for Technical Education, New Delhi, a copy of which endorsed to all the institutions imparting architectural education in India, I am now directed to state that the AICTE vide its letter no.1-1/Legal/Misc/2003 dated 27.11.2003, has unilaterally issued notice to terminate the Memorandum of Understanding (MOU) between AICTE and Council of Architecture with immediate effect. It may be noted that such MOU has been in existence right from the year 1991 in the over all interest of Architectural Education.

In view of the changed circumstances, the Council of Architecture as per the mandate given by the Architects Act, 1972 and Minimum Standards of Architectural Education Regulations, 1983, framed thereunder with the prior approval of the Central Government, shall henceforth of its own carry out its statutory obligations in regard to regulating architectural education, including inspections to oversee the standards of architectural education being maintained at shools/colleges/institutions, Universities, IITs and NITs.

As the registration under section 25 of the Architects Act, 1972 could be granted to only a person who holds recognised architectural qualification under the said Act, after having undergone the courses of study, as stipulated in the Minimum Standards of Architectural Education Regulations, 1983, it is mandatory for every college/ institution imparting architectural education to comply with the minimum standards of architectural education set out in the above said regulations. You are, therefore, requested to cooperate and comply with the statutory requirement of inspection as are prescribed by the Council of Architecture from time to time.

Further, as intimated by the Council of Architecture vide its letter no. CA/5/2003 (Extension) dated 22.10.2003, the Part-I of the Inspection Manual will be sent to the schools/ Colleges/ institutions which are due for the inspection in the academic session 2003-2004m shortly. Such Schools/ Colleges/ Institutions are once again requested to forward the Visiting Fee of Rs.35, 000/- by way of demand draft favouring “Council of Architecture, payable at New Delhi by 31.12.2003.
