A monitor to identify and engage on opportunities arising from the convergence between Delhi Master Plan (DMP) entitlements and solutions and commitments of the National Common Minimum Programme (NCMP) adopted by a new government in May 2004 (suspended in October 2004, after NCMP-DMP subversion by inertial initiatives of opportunities for heritage, housing, manufacturing, commerce, facilities)

Overview and Processes

Priority announced for DMP2021 and NCMP-DMP convergence make enforcement of DMP solutions worthy case for evolving NCMP strategies and reversal of DMP subversions being examined by a Parliamentary Committee after the DDA scam worthy case for redeeming NCMP pledge of corruption-free accountable government.

Housing and Heritage

Slums are backlog on DMP housing for the poor, driven to protected or derelict space. NCMP references to social housing and renewal are in line with trends seeking to open up in DMP2021 this space and DMP space meant for the poor. But its promise of no evictions and interpretation by President and PM lend them also to DMP convergent perspective.

Manufacturing

Industries, denied DMP industrial space, are largely in non-industrial space. Supreme Court judgment of 07.05.2004 upholds DMP provisions and processes to direct their closure in 4 to 18 months. NCMP commitments for manufacturing, predicated upon survival of units, call for viewing closure deadlines as ones for enforcing DMP or better solutions.

Commerce

DMP has explicit provisions for hawking, small shops, regulated mixed use, etc, that recent informal sector policy has been disregarding to maintain extortionist status-quo and other policy has been subverting by allowing misuse of their DMP space. NCMP commitments for informal sector call for rectification by enforcing DMP or better solutions.

Facilities (case of schools)

DMP gives legal strength to commitment to equal access neighborhood schools that draft education Bill 2003 and compliance of court order for free seats have been diluting. NCMP committing resources without central law calls for progressive implementation of the DMP solution, also as framework for optimally absorbing resources.

Infrastructure

DMP treats infrastructure as determinant in carrying capacity decisions, key factor in zoning decisions for efficiency and one of a bundle of inputs for equity. Ad-hoc infrastructure investments are distorting planned development and, with neither framework nor measure for optimality, going through a sieve. NCMP promises more of this, but its premises do call for a DMP convergent view.
